Kibwetere In Israel, MPs Told

Parliament heard yesterday that the suspected architect of the Kanungu massacre, Jospeh Kibwetere, is in Israel.

Kibwetere, the leader of the Restoration of the Ten Commandments of God, is suspected to have been behind the demise of over 1,000 people in a church inferno in Kanungu in 2,000.

Amon Reeves Kabareebe (MP Rwampara) told the parliamentary committee on defence and internal affairs yesterday that Kibwetere was alive and well in Israel.

"He is in Israel and has even carried out plastic surgery on his face so that people cannot recognise him," Kabareebe said.

He did not, however, give details about the source of his information.

Kabareebe made the revelation while defending a proposal that leaders of NGOs like Kibwetere should be held personally liable for the wrongs they commit in the course of implementing their activities, other than incriminating the entire organisation.

The committee was considering the report on the Non-Governmental Organisations Registration (Amendment) Bill which seeks to amend the current Statute and give more powers to the NGO Board to check the excesses of NGOs.

Following grand massacre the Police issued an international arrest warrant against Kibwetere.

Some people had thought he could have died in the inferno.
